Arma dei Carabinieri (Coordinator)

The Cultural Heritage Protection HQ was created in 1969. It is articulated in a complex structure with a centralised facility in Rome – which includes the Operational Department – and a peripheral structure comprising 12 units. Its expertise is consolidated with over 50 years of experience in the field of cultural heritage protection.

In PROTECT-HERITAGE, the Arma dei Carabinieri, will be the leading partner of the consortium. It holds technical coordination responsibilities, while it will oversee implementation of working packages, and provide technical experts. It will also ensure the final Quality Control of all project outputs.

Netherlands Police

The Art and Antiquities Crime Unit is a specialized unit within the National Police Force of the Netherlands working in the field of art crime with a dedicated intelligence team of four members, and dedicated police officers for art crime in every police unit (10).

Within the project, the Art and Antiquities Crime Unit of the Netherlands Police will be a crucial technical partner in support to the Arma dei Carabinieri. It will contribute with in-house expertise and with the share of best practices.

Excise, Customs and Monopolies Agency

The Excise, Customs and Monopolies Agency (ADM) was established by Royal Decree in 1853 with the aim of ensuring the control on excise duties and consumption taxation, customs duties and monopolies. ADM is a regulatory authority with sanctioning and supervision powers in the field of energy (mineral oils, electric energy, natural gas and charcoal), alcohols, tobacco products and similar products, in the field of customs and public gambling. In these areas, it takes care of the assessment and collection of taxes and performs inspection tasks of tax, currency and judicial Police.

Within the project, ADM will provide crucial  technical expertise and knowledge sharing vis-à-vis the Lebanese Customs.

Iconem

Founded in 2013, Iconem is a French innovative company specialized in creating digital replicas of threatened cultural heritage sites. With operations in more than 30 countries, Iconem designs site-specific architectural and large-scale urban and rural 3D models, museum exhibitions, and training for local professionals. The Iconem team consists of people with a wide range of backgrounds – architects, IT engineers, photogrammetrists, project managers, archaeologists, 3D specialists and graphic designers.

Within PROTECT-HERITAGE, Iconem will develop a new approach that combines existing archaeological data with high-resolution 3D scans of selected looted sites across Lebanon to identify looting patterns and suggest priority lists of potentially targeted artefacts per site thus more likely to be found on the international market. During the project, the approach and technologies will be transferred to local archaeologists and law enforcement agencies.

B&S Europe

B&S Europe is a development cooperation consultancy firm based in Brussels with 30 years of experience. The company has a solid experience in the fields of Security and Communication. With a strong technical security expertise, B&S Europe is also actively involved in projects related to Cultural Heritage Protection and the fight against the illicit trafficking in cultural goods. In addition, B&S Europe has implemented innumerous EU Security Events and organized operational workshops with Law Enforcement Agencies globally.

Within the project B&S Europe is the main managerial partner, responsible for the management, internal financial control, monitoring and integrity management activities. It is also responsible for logistic arrangements and general support for all Work Packages.

OSDIFE

The CBRNe Security and Defense Observatory (OSDIFE), founded in 2010, is an independent nonprofit center that works for the monitoring, analysis and scientific dissemination, with particular attention to security threats and awareness about risks concerning the CBRNe (chemical, biological, radiological, nuclear and explosives).

The Observatory has a strong international connotation and collaborates with institutions, agencies, companies, public and private experts to:

  • Carry out research about the dynamics of terrorist acts, natural and accidental disasters, environmental risk, on the correlated problems of the safety and security of critical infrastructures;
  • Produce and disseminate reports and information;
  • Provide, through debates and meeting opportunities, useful tools for decision makers to promote the adoption of best strategies and actions to mitigate risks, for the protection and safety of people and the integrity of private and public assets and infrastructures;
  • Develop and disseminate knowledge of conventional and unconventional security threats at all levels through training opportunities.

Within PROTECT-HERITAGE OSDIFE will provide management support to the Project Coordinator.
